We have been discussing policies that governments can use to reduce poverty and economic insecurity. Universal basic income gives every adult a regular government payment regardless of employment status. Some economists argue that it gives people stability and freedom to retrain, while others worry it could reduce work incentives and require very high taxes. Should governments adopt universal basic income, or would targeted support be a better approach?

I support universal basic income because economic shocks can affect people who are working hard but still cannot cover basic needs. A guaranteed payment could reduce stress and help people take training or caregiving responsibilities seriously.

I worry that universal basic income would be extremely expensive and might weaken incentives to work. Governments could perhaps get better results by improving targeted programs for housing, health care, and job training instead of sending money universally.
